Between 2020 and 2025, out of 25,161 selections, 12,942 went to open merit candidates, representing approximately 51.4% overall. However, the margin has narrowed over time, with 2022 marking the lowest share at just under 40%. For example, in 2020, open merit accounted for 63.8% of selections, but by 2022, this had dropped significantly. While it rebounded slightly in subsequent years, the trend raises questions about the long-term stability of open merit’s dominance.
