Official data reveals that over the past six years, open merit appointments in Jammu and Kashmir have averaged slightly over half of all selections, despite the growing numerical influence of reserved categories in both Gazetted and Non-Gazetted roles. The Union Territory’s current reservation framework, notified through SO 176 on March 15, 2024, has yet to be implemented in actual selections by the Jammu and Kashmir Services Selection Board (JKSSB). As a result, the category-wise and division-wise breakdown of appointments post-notification remains non-existent. However, 10,313 posts have already been advertised and are expected to be finalized within a set timeframe, making them the first major test of the new policy’s impact.
Data from the Jammu and Kashmir Public Service Commission (JKPSC), which handles recruitment for Gazetted posts, shows that between 2020 and 2025, a total of 3,581 selections were made. Of these, 2,096 appointments went to open merit candidates, accounting for approximately 58.5% of the total. And this is the part most people miss—while open merit leads, reserved categories collectively secured over 41% of appointments during this period. For instance, RBA candidates secured 422 posts (11.8%), SC candidates 283 (7.9%), and ST candidates 319 (8.9%), among others. Interestingly, the ST-2 category, which had no selections in earlier years, recorded 17 appointments in 2025, highlighting the evolving dynamics of reservation.
A closer look at the year-wise data for Gazetted posts reveals fluctuations in open merit’s share. In 2020, it stood at 62.7%; in 2021, 59.5%; in 2022, it dipped to 54%; in 2023, it was 53.6%; in 2024, it rose to 66.2%; and in 2025, it moderated to 52%. In Non-Gazetted recruitments conducted by JKSSB, the trend is even more pronounced. Between 2020 and 2025, out of 25,161 selections, 12,942 went to open merit candidates, representing approximately 51.4% overall. However, the margin has narrowed over time, with 2022 marking the lowest share at just under 40%. For example, in 2020, open merit accounted for 63.8% of selections, but by 2022, this had dropped significantly. While it rebounded slightly in subsequent years, the trend raises questions about the long-term stability of open merit’s dominance.
